There are online services that offer RSS-to-email services, but the one I tested did not work (FeedBlitz).
There may be a plugin for TextPattern. Not sure how I’d cook this up, otherwise. A listserv might work, I guess.
I used to use Watch That Page for this sort of purpose, back before I’d taken up my current habits of opening all my bookmarks in tabs several times a day. It works pretty well; IIRC, you can dictate the frequency for it to scan the site for changes.
